VA Directive 1061 has set a new standard for Legionella and Scald Prevention requiring major changes in the facility water system. The current county water supply has high hardness that s creates significant issues with deposits on piping that harbor Legionella and that defeat mixing valves causing uncontrolled water temperatures. The current building water systems do not allow proper control of temperatures and have excessive dead-end pipes located at Chillicothe VA Medical Center. All plant labor, equipment, materials, and incidentals shall be furnished by the Contractor. The Contractor shall perform all work in a manner that will maintain the safe usage of adjacent space for patients, staff, and visitors to the Chillicothe VAMC at all times. All OSHA and NFPA codes shall be followed. All employees of general contractors and subcontractors shall comply with VA security management program and obtain permission from the VA police, be identified by project and employer, and restricted from unauthorized access. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority under Public Law 109-461 (38 U.S.C. 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: https://search.certifications.sba.gov/advanced, http://www.vetcert.gov, www.sam.gov, to name a few, to be eligible for award.
