Summary

AI-generated · Aug 25, 2025

Renovate Historic Building 4 to create administrative offices and support spaces, with a full modernization of mechanical, plumbing, electrical, and fire protection systems. Add an elevator with access to all levels and code-compliant stairwells to address life-safety egress. Exterior work will follow National and State Historic Preservation Office requirements, and the project must comply with Mission Critical design standards (PSRDM). Design is in Revit; post-award, the contractor must use Revit with at least LOD 300, and the Revit drawings will be provided only to the awarded contractor.

The project includes asbestos and lead abatement, relocation of underground utilities, and maintaining pedestrian and vehicle traffic during construction. Space needs may require temporary remote placement (off-site) with no compensation from VA. The contractor will need to meet site-safety requirements (Site Superintendent, SSHO, QC Manager) and submit a mobilization plan and other required plans before on-site work begins; the mobilization plan must cover temporary utilities, fencing, parking, signage, material storage, dumpsters, and related items as requested by the VA COR.

This project consists of a complete renovation of the existing Historic Building 4 for administrative space and offices along with necessary support and utility requirements. This is designated as Mission Critical and must comply with VA Physical Security and Resiliency Design Manual (PSRDM) requirements for Mission Critical structures as incorporated in this design and the specifications. The project provides an addition for an elevator with access to all levels, and addresses life safety egress issues with the addition of code-compliant stairwells. Exterior renovations of the historical building will be renovated per National and State Historic Preservation Office (SHPO) requirements outlined in the specifications and drawings. The project will modernize the space with the most current level of technology and design including all new mechanical, plumbing, electrical, and fire protections systems. This design was created using Revit and Building Information Modeling (BIM) and all efforts post construction award shall be required to use Revit level of detail (LOD) 300 or higher. The Revit drawings will only be made available to the contractor awarded this project. This project does require asbestos and lead abatement. There are underground existing utilities and installations this contactor shall relocate. There is mobilization and project area located at the building, but pedestrian and vehicle traffic ways must be kept open for facility use. Any additional space required may be remote on the facility or the contractor shall have to find a location off station but will not be compensated by the VA. See specification section 01 35 26 Safety Requirements for detailed requirements of the Site Superintendent, SSHO, and Quality Control Manager. The contractor shall provide a mobilization plan along with all other required plans prior to being allowed on this station. MOB plan shall address all temporary utility measures, fence/gates, contractor parking, temporary signage/project signage, materials storage, dumpsters and any other details as requested by the VA COR.
