This pre-solicitation notice is to inform potential offerors that the Albany NY VA Medical Center will be posting a solicitation (36C24226R0033) on or about January 16th, 2026, to provide all labor, materials, tools, equipment, and supervision necessary to complete the Renovate for Cardiac Cath & IR project(528A8-18-801). This project is necessary to create two(2) separate Procedure Rooms (1 Cardiac Cath Lab and 1 Vascular Interventional Radiology Lab), along with the required ancillary facilities to support the Procedure rooms at the Albany VA Medical Center 113 Holland Avenue, Albany NY 12208. It has been determined that there are qualified firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 236220, "COMMERCIAL AND INSTITUTIONAL BUILDING CONSTRUCTION", with a size standard of $45M. Therefore this procurement is 100% set-aside for Small Businesses. The estimated construction value of this project is between $5,000,000 and $10,000,000. Information regarding the scheduled site visit will be stated in the Solicitation. Bid bonding will be required to respond to this RFP once released. SCOPE OF WORK VA PROJECT NO. 528A8-18-801 RENOVATION FOR CARDIAC CATH AND VIR This Scope of work is for construction services for the completion of project 528A8-18-801: Renovation for Cardiac Cath Lab and Vascular Interventional Radiology Lab located at the Albany VA Medical Center 113 Holland Avenue, Albany NY 12208. All work shall be completed within 790 calendar days from issuance of the Notice To Proceed. 1.3 STATEMENT OF BID ITEM(S) A. ITEM I, GENERAL CONSTRUCTION: Work includes all labor, material, equipment and supervision to perform: 1. The required general construction work on this project including, but not limited to, demolition of existing architectural items, new walls, new floor, new ceilings, new finishes, temporary facilities and any other addition/demolition alterations necessary for a complete and operable system. 2. The required mechanical construction work on this project including, but not limited to, demolition of existing HVAC and hydronic systems, new constant volume air terminal units, new ductwork, new hydronic piping, new controls, new pressure monitoring equipment and any other addition/demolition alterations necessary for a complete and operable system. 3. The required plumbing construction work on this project including, but not limited to, demolition of existing plumbing fixtures, demolition of domestic/sanitary/venting/medical gas/RO piping, new plumbing fixtures and any other addition/demolition alterations necessary for a complete and operable system. 4. The required fire protection construction work on this project, including but not limited to, demolition or relocation of existing sprinkler heads, new sprinkler heads, new fire protection piping and any other addition/demolition alterations necessary for a complete and operable system. 5. The required electrical and fire alarm construction work on this project including, but not limited to, demolition of existing power and lighting systems, new power circuits, new lighting fixtures, relocation of existing fire alarm equipment, new fire alarm devices, installation/removal of temporary heat detectors in the working areas, and any other addition/demolition alterations necessary for a complete and operable system. 1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR A. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project. 2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations. B. Security Procedures: 1. General Contractor s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.

This amendment posts the sign in sheet for the walkthrough that occurred on Tuesday, February 24th, 2026. See attached document. This amendment answers the following questions stated at the walkthrough: Can the Offeror change sub-contractors listed in the Offeror s proposal without Government approval? Answer: Government consent is required to change subcontractors that are provided in the Offeror's proposal in response to Evaluation Factor 1, Sub-factor 1: Management Approach. If an Offeror s proposal receives an unacceptable rating in Evaluation Factor 4: Integrated infrastructure and ceiling support(airframe) system, but is otherwise found technically acceptable, is the proposal still considered technically acceptable? Anwer: No, if an Offeror s proposal receives an unacceptable rating in Evaluation Factor 4: Integrated infrastructure and ceiling support(airframe) system it is automatically considered not technically acceptable. This amendment adds the following information to the solicitation: Offeror s shall be allowed to arrange escorted individual site visits to the project site for further site investigation. Escorts are available with at least one day s written notice via email, Monday to Friday between 13:00EST and 14:00EST until Friday, March 6th, 2026. This amendment answers the following vendor questions: Is lead lining required for the concrete floor in the space? Specifications call for installation of floor lead. See Physicists report Please advise. Answer: The installation of lead lining is not necessary as the existing concrete is thick enough. If flooring concrete/topcoat removal is required during construction, the contractor shall return the impacted area back to its original specifications. Who is responsible to remove the office furniture that is currently in the construction space? Answer: The VA shall be responsible for the removal of office furniture and other misc. items stored in the construction area. For the above ceiling structural steel install in the 1st floor lobby: Who will be responsible to rework the existing ductwork, piping, sprinkler, electrical conduit, etc. so that the steel can be installed? Answers: Rework of the existing ductwork, piping, sprinkler, electrical conduit, etc. so that the steel can be installed shall be the responsibility of the contractor Will construction fence need to be installed around the contractor laydown staging area? Answer: Yes Will construction fence need to be installed around the exterior area of the scaffolding entrance Answer: Yes This amendment changes the RFI deadline date listed in block 10 of the SF1442 from 03/05/2026 at 12:00EST to 03/13/2026 at 12:00EST. This amendment answers the following vendor questions: On Drawing MH-101, General Notes #1 states that all supply and return ductwork is to be welded stainless steel. Please confirm that this includes the office areas, and applies to all supply and return duct on this drawing. Do the joints need to be welded as well? If so, what will the joint connection be at the VAV/CAV boxes and the air outlets (other than the airframe outlets)? Do the hangers for this ductwork also need to be stainless steel? Response: All ductwork (supply and return) from AHU-17-3A that serve the CATH & VIR Labs, shall be stainless-steel with welded joints. The CAV boxes have a slip & drive cleat connection that shall be welded to complete installation. Hangers and supports for the ductwork shall be galvanized steel strap or rods per SMACNA standards. All ductwork (supply and return) from AHU-18-3A that serve the adjacent offices & support spaces, shall be galvanized steel with gasketed flanged joints. Although there is a spec, can't seem to find where the window shades are called out. Will they be on all exterior windows in the area (eg, rooms B228, B229, B230, B202J, B202G, B202F, A236C and A236B)? If so, there are no elevations of those windows, so can't really find window sizes. Response: Window shades are required at the following rooms. Will splice plates and tension bolts be allowed for the structural steel beams? These beams are too large to get into an elevator and too heavy to boom thru a window and install. Drawing ref. 1-S-100 and 1-S-101 Please advise. Item 3. Beams less than 9 feet in length shall not be fabricated with a splice. At Contractor s Option, Beams longer than 9 feet may be erected with a field splice. The field splice shall be fabricated with prequalified complete joint penetration (CJP) welds as shown in the attached sketch. Beams can be brought into the building using the elevator or picked through a window. The Elevator size shall be field verified but is approximately 8/2-inches wide by 95-inches long. If picking through a window, a pick plan is required to be submitted to the VA in advance for review. Areas below the pick are required by the VA to be evacuated/empty during the lift including interior areas of the building. As part of the Special Inspection Schedule, the welds shall be inspected by an AWS Certified weld inspector to inspect the CJP welds. Weld Inspector shall perform a Visual Inspection and Ultrasonic Test of 100 percent of the CJP Welds. See attached file 0338 VA RFI-0002 03-19-26f Please see below our RFIs for this project. As background on the first item, the BIM / coordination / as-built question relates to a spec-interpretation issue we have run into on a separate project and would like to clarify pre-bid here. Coordination / BIM / File Format Clarification The contract documents reference contractor coordination drawings, record documents, and VA CAD/BIM standards. Please clarify: Will any native CAD, BIM/Revit, point cloud, LiDAR, scan, or similar design/reference files be made available to the awarded contractor? If yes, please specify the file type/software version. Response: Autodesk 2025 DWG drawing package. Are contractor coordination drawings required in AutoCAD only, or is BIM/Revit required? Response: Refer to Section 01 33 23 Shop Drawings, Product Data, and Samples for requirements related to contractor coordination drawings and record drawings/as-builts. Are contractor record drawings / as-builts required in AutoCAD only, or is BIM/Revit required? Response: Refer to Section 01 33 23 Shop Drawings, Product Data, and Samples for requirements related to contractor coordination drawings and record drawings/as-builts. Third Floor CHW Modifications / Phasing and Final Configuration Sheets GI-004, MD-102, and MH-202 show phased third-floor chilled water modifications, including new 3" CHWS/R continuation, reconnection to an existing 3" branch, relocation of existing in-line pumps, and a bypass arrangement. The operating configuration is not clear to us. Please clarify: Which existing areas/systems are required to remain in-service during this work? Response: It is the responsibility of the contractor to develop the schedule and phasing of the contracted work. The major areas/systems that are permitted to be taken out-of-service are indicated on the GI sheets. What shutdowns, outage limitations, and cutover sequence are required? Response: It is the responsibility of the contractor to develop the schedule for shutdowns, outages, and cutover sequences of the contracted work. Contractor shall coordinate with the VA for scheduling of shutdowns, outages, and cutover sequencing. Are the relocated pumps intended to remain in the final condition, or be removed if TAB shows they are not required? Response: The relocated pumps are to remain in the final condition. Once the TAB is conducted, and the pumps are not required to maintain flow rates required for the A wing equipment, coordinate with the VA to utilize the by-pass loop and disconnect the electric and controls to the pumps. Is the bypass line temporary only, or part of the permanent installation? Response: The by-pass loop is part of the permanent installation and only to be utilized if the TAB report proves that the pumps are not required to maintain flow rates for the A wing equipment. Contract Duration / Phasing Duration Clarification Sheet GI-002, Construction Phasing Plan, identifies 86 Work Weeks Total and Project Duration: 287 Days, which do not match each other and differ from the solicitation duration of 790 days. Please clarify: What is the governing contract duration for this project? Response: The governing contract duration shall be 790 calendar days, as identified in the solicitation. The durations noted on Sheet GI-002 (i.e., 86 Work Weeks Total and Project Duration: 287 Days ) are for planning/phasing reference only and do not define the contractual project duration. Are the phase durations shown on GI-002 mandatory contract requirements, or for reference only? Response: Phase durations in the lobby are mandatory contract requirements. Phase durations for the 2nd and 3rd floor are reference. Are there any special insurance requirements? Specifications call for $1 Million Professional Insurance. Is this required? a) I need requirements for the following: GL limits Auto limit WC limit Umbrella limit Additional Insured & Waiver of Subrogation information and any other insurance being required. Response: Yes, the third-party medical vacuum certification company has a current ACORD insurance certificate of at least $1M in professional liability insurance coverage as per 226200 Medical Vacuum Systems VA Master Specification from the TIL, section 3.3 Verifier Testing A. 1.. All other insurance requirements are stated in FAR clause 52.228-5 and section 4.8 of the solicitation Supplemental Insurance Requirements. 4.8 SUPPLEMENTAL INSURANCE REQUIREMENTS In accordance with FAR 28.307-2 and FAR 52.228-5, the following minimum coverage shall apply to this contract: (a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. (b) General Liability: $500,000.00 per occurrences. (c) Automobile liability: $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage. (d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage. Per MD-102, MH-202, ED101, ES101 shows existing Pumps to be relocated with note on MH-202 to keep existing Controls and extend control wire to new location. Question: Do you know the location of the existing controller for the two pumps that are being relocated? Response: The pump controller is located in A312 and shall be existing to remain. Question: How many wires/points for these Pumps. Start/Stop/Status/Speed? Response: The pump points are as follows: Inputs: P1 CHW pump status P2 HW pump status Outputs: P1 CHW pump s/s P2 HW pump s/s Question: Are these Pumps currently Controlled by Trane Controls or Automated Logic? Response: The pumps are controlled by Trane controls system. This amendment answers the following vendor questions: Spec sections 09 67 23.60 & 09 96 59 related to Resinous Coating Systems each direct bidders that, A sample warranty letter must be included with bid package or bid may be disqualified. Please confirm that no sample warranty letter will be required within the proposal submission. Response: This amendment adds to subfactor 1 of evaluation factor 1 the requirement that the offeror shall include the qualifications and product warranty terms (warranty letter is preferred) of the Resinous Coating System Installer as part of the subcontractor plan to be included in the offeror s proposal. This subcontractor information shall be evaluated in the same manner as the other subcontractors listed in this sub-section. Solicitation/RFP document indicates on page 9 of 57 that the technical capability narrative shall address the three (3) sub-factors detailed herein . Sub-factor 1 Management Approach and Sub-Factor 2: Experience are detailed on pages 9 & 10 but there is no reference to a third sub-factor. Please confirm that there are only two sub-factors or clarify the third sub-factor. Is there a BOD for signage? Does the VA exclusively use InPro or another manufacturer? Signage companies are having difficulty pulling the required info from 1-AS-905 and 101400. A blown up section identifying the areas in question is highlighted in attachment ES-100 Clarification Spoils Earth Removal R1 More info will be needed for pricing If the expectation is that contractor is required to remove the spoils, we would need a route where we could get this out of the building, a place where we could load it into a truck and the time that this work could be performed spelled out. Response: This information will be forthcoming in a future amendment. Having difficulty visualizing the finished ceilings in both procedure rooms due to multiple heights. This amendment answers the following vendor questions: For this project would the government accept wall protection from Construction Specialties? Response: Yes, it is listed as InPro. I came across a note on drawing GI 004 that calls for us to reference drawing 1-HA-103. Could not find the drawing either. Response: Amendment note for GI-004 Phase 3.5 note #8. Note #8 references 1-HA-103. It should reference drawing 1-AS-201 at coordinates 7A, and detail 5/PL-701. Electrical Site Drawing 1-ES-002 Detail 1 states that existing utilities will be marked out by this Contractor . Are As-builts available that show existing Utilities in the area? Response: Existing as-builts are not available. Per note at coordinates C1, the contractor is required to hand dig, field verify, and provide mark ups of all existing utilities within this area. As all of the RFIs received have been answered, this amendment extends the close date of this solicitation from 12:00EST on 03/30/2026 to 12:00EST 04/01/2026. All other term and conditions remain the same.

This amendment answers the following Vendor question: Do the contract documents provided by the VA take care of the red requirements form Phillips as long as installation is per bid documents? In other words, is this GC s responsibility though it says Customers A&E shall provide? Response: The contract documents, as issued and stamped by the Engineer of Record, satisfies the Philips design requirement, provided installation is performed in accordance with the bid documents. This requirement is not a GC design responsibility, but falls under the A/E (EOR) scope, which has already been addressed through the signed and sealed drawings.
