Presolicitation Notice Page 4 of 4 Solicitation 36C25226B0009 Project: 578-22-026 Replace 2nd Floor Roofs, Building 200 Location: Edward Hines Jr. VAMC 5000 5th Ave. Hines, IL 60141 The Edward Hines Jr. VA Hospital has identified a need to replace the 2nd Floor Roofs, Building 200. Goals The goals of this project are to: 1. Replace, repair, and maintain selected areas of the existing protected membrane roofing system including replacing pavers and replacing or maintaining flashings and drains. 2. Removing unused equipment and supports. 3. Install fall protection handrail system where required. 4. Install stairs between roof levels, and crossover steps for pipe and obstacle locations. 5. Remove the current single-ply roof area and existing gypsum plank deck and replace with a new steel deck and single-ply roof system. (Deductive bid item) 6. Remove vegetation and accumulated trash and debris from the roof areas and dispose of properly. 7. Accomplish the work in accordance with Hydro-Tech requirement and procedures to maintain the existing warranty. Scope of Work The Scope of Work for this project includes all labor, management, equipment, and materials for accomplishing work in accordance with 100% Construction Documents as designed and issued by Guidon Design, Inc. Note: Contractors bids shall be based on the Bid Documents and any/all Request for Information (RFI) Addenda. The Bid Documents and Addenda will be combined to form the Construction Documents, which be the basis for the awarded construction contract. All measurements/dimensions are approximate. The Contractor must verify all measurements/dimensions and material quantities required prior to submitting a proposal. The Contractor shall inspect the area under contract prior to commencing work and identify any pre-existing damage and provide an Existing Site Conditions report with related photos to the Contracting Officer for review and approval. Any deviation from this scope of work requires the express authorization of the Contracting Officer. The Contracting Officer Representative (COR) does not hold the authority to authorize changes to this scope of work. Deductive Bid Item Due to budgetary limitations, the project scope may need to be reduced. Bidders shall prepare a Base Bid to include the full scope of the project as defined herein. Bidders shall also prepare a reduced bid consisting of the Base Bid with the Deductive Bid Item removed. The Deductive Bid Item shall include all costs associated with the replacement of the existing TPO roof and deck on the east side of the tower. (Reference Drawing SF102) Period of Performance is 360 calendar days after Notice to Proceed (NTP). The NTP shall be issued approximately 14 calendar days after award once required payment and performance bonds and certificate of insurance are provided. The solicitation, specifications and drawings will be posted on www.SAM.gov. There will be a pre-bid conference held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package. Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(DEVIATION) (b), at the time of submission of bids, and at the time of award of any contract, the offeror must represent to the CO that it is a (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) Certified SDVOSB listed in the SBA certification database at https://veterans.certify.sba.gov/ (see 13 CFR 128). The solicitation will be issued on or about January 29, 2026, with the bid opening on or about March 03, 2026. The bidder is responsible for monitoring and downloading any amendments from SAM.gov which may be issued to this solicitation. The magnitude of the requirement is between $2,000,000.00 and $5,000,000.00.
