Sources Sought Notice Sources Sought Notice Page 4 of 4 Sources Sought Notice *= Required Field Sources Sought Notice Page 1 of 4 The Togus Veterans Affairs Medical Center (VAMC) in accordance with the Veterans Affairs Maine Healthcare System has a requirement for a Firm-Fixed-Price contract to provide construction services associated with the following: The contractor shall completely prepare the site for construction operations, including demolition and removal of existing equipment, temporary HVAC, electrical, chilled water, steam, commission/testing, dust/infection control, and furnish labor and materials for the replacement of eight (8) air handlers to be located within the hospital building 200 and 200E. The contractor will be responsible for Asbestos Containing Materials (ACM) and Lead Based Paint (LBP) remove and mitigation, including floor tile, and mastic removal, where it occurs inside the project area. This requirement also consists of all labor, materials, equipment and supervision to perform new electrical, controls and communications to the spaces renovated. Work also requires mechanical, plumbing and fire protection construction work to include materials and equipment. The Contractor is responsible for performing this project in accordance with the design drawings and specifications that will be attached to Request for Proposal that will be posted at a later date. The North American Industry Classification System (NAICS) code is 238220 Plumbing, Heating and Air Conditioner Contractors and the small business standard is $19 million. Any interested Small Businesses must indicate interest for this project, in writing, to the Contracting Specialist NO LATER THAN November 21, 2025, AT 1PM EST via e-mail to diane.davis2@va.gov. To qualify as interested in this project, information pertaining to the following six (6) components must be submitted in response to this notice on or before November 21, 2025, at 1PM EST: Statement of intent that a proposal will be submitted to the solicitation for this project, which said Statement of Intent shall include the company s System for Award Management Unique Entity Identifier (SAM UEI) Number. Evidence of experience within a medical facility setting, with a project magnitude of $10,000,000.00 or more. (Please provide contract descriptions, contract dollar amounts, and telephone numbers for points of contact no photographs). Evidence of construction Prime Contractor experience with projects that required extensive Air Handler experience to include mechanical, plumbing and electrical. Evidence of planning multi-phase projects requiring certain aspects of the project be completed within an active hospital environment. (Please provide, if possible, examples of this planning and execution of said plan). Evidence of the company s ability to perform at least fifteen percent (15%) of this requirement in accordance with FAR 52.219-14(e)(3): Limitations on Subcontracting; and Proof of professional liability insurance required to cover the monetary amount of this project. All six (6) components must be submitted, in sufficient detail, prior to the designated deadline for a determination on available and interested SDVOSBs, VOSBs, and SBs. Failure to submit each of the six (6) components, as identified above, will result in a Contractor not being considered as an interested Small Business. If adequate interest is not received to this notice by SDVOSBs, VOSBs, and/or SBs, then this project will not be set-aside.
