Summary

AI-generated · Aug 24, 2025

Provide Construction Phase Architecture and Engineering support for the roof replacement project at the EPA Ann Arbor NVFEL, covering sections A through U (136,352 SF) with a Firm Fixed Price contract for a 12-month period to support construction-phase services.

Award is planned as a sole-source with Oculus, Inc. under FAR 6.302-1 because only one responsible source can satisfy the requirement; Oculus previously held the A&E IDIQ contract for this project. This is not a competitive solicitation. Interested parties may identify their interest and capability to respond by the stated deadline via the listed email; responses must demonstrate the ability to provide the required services by the date needed. The government retains sole discretion to determine whether to proceed non-competitively.

This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the U.S. Environmental Protection Agency intent to negotiate/award a Firm Fixed Price sole source contract to Oculus, Inc,, located at 1 S. Memorial Drive, Suite 1500, St. Louis, Missouri, 63102-2453 for the purpose of providing follow-on services for the A&E support services for the roof replacement project located at the U.S. EPA Ann Arbor National Vehicle Fuel and Emissions Laboratory (NVFEL), 2565 Plymouth Road, Ann Arbor, MI 48105. The scope of work includes project descriptions, including roof sections A, B, C, D, E, F, G, N, Q, R, S, T, and U for a total of 136,352 SF of roof replacement. The contract will be a 12-month contract The Government intends to negotiate solely with Oculus, per FAR 6.302-1, as the agency s need for the services must be issued on a sole-source basis because there is only one responsible source, and no other supplies or services will satisfy agency requirements. Oculus is the previous expired IDIQ contract holder providing A&E support services for the Ann Arbor roof project. Since Oculus has provided the A&E services, it is of the government's best interest to have them complete the Construction Phase Services. The EPA Regions 5-10 Architect and Engineering IDIQ contracts expired in September 2024, but services are still required. The NAICS code for this acquisition is 236220 - Commercial and Institutional Building Construction, and the PSC is Z2QA Repair or Alteration of restoration of real property. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested persons may identify their interest and capability to respond to the requirement by 12:00 pm est on August 19, 2025 via email to ingram.mark@epa.gov. All responses received by the closing date specified herein will be considered by the Government, any response to this notice must show clear and convincing evidence that the responding company can provide the same services by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government.
