The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue solicitation number 36C78626B0014 entitled, National Shrine Project at Alton National Cemetery on or about April 30, 2026, unless additional notice is given, or this notice is modified or cancelled. Scope of Work: The Contractor must provide all personnel, management, supplies, transportation, equipment and supervision necessary to perform and complete all work to provide complete section renovation for the cemetery sections indicated that includes, but not limited to: site surveying; preparing grading plans and headstone realignment plans; vegetation removal, grading and drainage, excavation and backfill; headstone identification/tagging; headstone handling; flat marker geogrid support system; headstone re-installation; headstone cleaning; turf renovation; and site restoration work. Note: Headstone includes both upright headstones and flat markers. All services performed by the contractor must adhere to National Cemetery Administration standards. Period of Performance The Contractor shall complete all work including submittals, reviews, quality control, repair/construction services, punch list corrections, clean up, invoicing and closeouts documentation submittal within Three Hundred and Sixty-Five (365) calendar days from Government issuance of the Notice to Proceed. Note: The effective period of Turf Renovation component of the project shall occur between April 15 to June 30 for spring, and from August 15 to October 15 for fall of awarded period of performance. Turf must be established prior to the onset of winter season. Bare ground is not acceptable during this time. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered.
