Summary

AI-generated · Apr 02, 2026

Expand the Buffalo VA Medical Center parking ramp by adding two levels atop the existing three-level structure, including a new stair and elevator tower on the northwest side, select grounds improvements, and contractor-provided off-campus construction impact parking. The project involves site preparation and demolition/removal of existing structures as needed, and scope has been reduced from earlier solicitations.

Procurement will be design-bid-build for a single firm-fixed-price contract, awarded via a Request for Proposals using lowest-price technically acceptable evaluation. It will follow a tiered set-aside priority (SDVOSB, then VOSB, then small business, then large) and is estimated to be between $10 million and $20 million with a performance period of about 730 days from notice to proceed. This notice indicates a presolicitation phase and is not a solicitation for competitive offers.

INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build Minor construction project #528-375, Parking Ramp Expansion at the Buffalo VA Medical Center (VAMC) located at 3495 Bailey Avenue, Buffalo, NY 14215-1129. PROJECT DESCRIPTION The Buffalo VAMC is seeking a general contractor to completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for construction of a parking structure addition as required by the drawings and specifications. The purpose of this project is to construct an addition of two new parking levels to the top of the existing three-level parking structure. In addition to the 2-level expansion, the project will involve the construction of a new stair and elevator tower on the northwest side of the ramp, select modifications and improvements to adjacent grounds, and contractor-provided off-campus construction impact parking. Note, the scope of this project has been reduced since it was previously solicited. ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the lowest price technically acceptable (LPTA) procedures listed in the solicitation. This procurement will be set aside based on an order of priority as established in 38 U.S.C. 8127. The solicitation will be advertised as a tiered set-aside evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns, and (4) large business concerns. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in April 2026. The period of performance is approximately 730 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to Kara.Evert@va.gov. Telephone calls will not be accepted.
