Pre-Solicitation Notice 36C25526R0081_1 589A6-24-449 Resurface Campus Roads Leavenworth General Scope of Work: This specification herein describes a construction project SOW. Project will provide all labor, equipment, and material to resurface campus roads/dock area at Building 160, remove and replace associated curbs, and reapply pavement markings. Period of Performance is 180-Days after NTP. The facility location: Dwight D. Eisenhower VMAC, Leavenworth 4101 South 4th streets Trafficway, Leavenworth Kansas. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, this procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The estimated cost magnitude is between $1,000,000.00 and $2,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is NAICS 236220- Commercial and Institutional Building Construction with a small business size standard $45.0 million. The duration of the project is estimated to be 180-calendar days after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15.101-2. The successful prime contractor must perform no less than 15 percent of the General Construction Contractors labor for NAICS Code 238220. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. The offeror is responsible for monitoring and downloading any amendments from the Beta SAM Business Opportunities website: https://beta.sam.gov/, which may be issued to this pre-solicitation. In accordance with VAAR 852.219-75(a)(1)(ii), in the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in VAAR 852.219-73 or certified VOSBs listed in the SBA certification database as set forth in VAAR 852.219-74. Any work that a similarly situated certified SDBOSB/VOSB subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials is excluded and not considered to be subcontracted. In accordance with FAR 52.204-7, registration in SAM is required and in accordance with FAR 2.101, prospective contractors must be registered in SAM (System of Award Management) under the applicable NAICS. Additionally, in accordance with the Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP Registration prospective (SDVOSB) and (VOSB) contractors must be registered in the VIP database which is now the Veteran Small Business Certification (VetCert) under the applicable NAICS. Amendment A0003 589A6-26-449 Resurface Campus Roads, Leavenworth Questions 12-16 Final Questions 12. Can the VA clarify the exact proposal submission requirements? Specifically, are physical binders and a CD mandatory, or is a strictly electronic submission via email acceptable? Response: Follow the solicitation instructions. 13. Since the scope is limited to a 2" mill and overlay, how will the VA handle payment if the underlying base or subgrade is found to be failing or unsuitable once the milling is complete? Should offerors include a specific allowance for subgrade repair in our base bid, or will unforeseen base repairs be addressed via a differing site condition change order? Response: Unforeseen can be addressed by change order if needed. 14. Regarding the replacement of the concrete service court, can the VA provide a detail for the "joint prior to scissor lift"? Specifically, does this require a standard expansion joint, or should the new concrete be doweled into the existing pad supporting the scissor lift? Response: No detail. Expansion Joint 15. Can the VA confirm that standard latex paint is acceptable for all new pavement markings, or are thermoplastic markings required for durability in the high-traffic loading dock and service road areas?
