Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources for the Parking Ramp Expansion Minor construction project at the Buffalo VA Medical Center (VAMC). This requirement was previously solicited as an SDVOSB set-aside under Request for Proposals (RFP) 36C77625R0023 but was subsequently cancelled due to funding constraints concerning proposal pricing received that exceeded the VA s approved budget. Sources Sought Notice 36C77625Q0271 was issued in August 2025 to request information to assist in the resolicitation of this project with no change to the requirements. The VA is now considering removing the requirement for the general contractor to provide off- site construction impact parking. This updated request for information is to gauge interest, capability, and budget feasibility for this project if this change were implemented. The target ceiling for award of this Minor construction project is approximately $24M to $25M. The Government cannot guarantee additional funds will be made available for award.
