This is a Pre-Solicitation Notice for commercial products or commercial services prepared in accordance with the format in Sub Part 12.6, as supplemented with additional information included in this notice. SUBJECT: The Department of Veterans Affairs (VA), National Cemetery Administration (NC), is Soliciting a BID, Under Information For BID (IFB), Solicitation Number 36C78625B0048, for the Construction of Alexandria National Cemetery Marble Rostrum and Historic Stone Wall Repairs and Renovation Project, located at 1450 Wilkes Street, Alexandria, VA 22314. The Acquisition type will be an Invitation for BID (IFB). The IFB will utilize the Electronic BID delivery and Virtual BID Opening process. The process will be outlined in the Forthcoming Solicitation. NOTE: This Notice is provided for Information Purposes Only and Does Not Constitute a Request for Proposal (RFP), Request for Quote (RFQ) or Information For Bid - BID. DESCRIPTION: The Department of Veterans Affairs, National Cemetery Administration (NCA) has a requirement for a Firm Fixed Price (FFP) Contract and the Construction Contractor shall provide all, labor, equipment, material, tools, supplies, and professional supervision necessary for this Said Construction Project, and; In Accordance With (IAW) Solicitation Plans, Statement of Work (SOW), Specifications, Drawings and as described in the Construction Document. Please see below Criteria: Construction of Alexandria National Cemetery Marble Rostrum and Historic Stone Wall Repairs and Renovation Project. Work Shall include the following: (Construction Contract BID shall include the cost for each of the Construction Scope Elements listed below. Provide a detailed Cost Schedule and roll up Cost for each Cost Line Item listed below. Base Contract, Marble Rostrum, Internal Stone Walls, Historic Railings Option 01, Perimeter Stone Wall 260LF Option 02, Perimeter Stone Wall 330LF Option 03, Perimeter Stone Wall 380LF Option 04, Perimeter Stone Wall 930LF Masonry superintendent and foreman assigned to this project shall each have a minimum of ten (10) years' experience with rehabilitation of historic stonework and an international masonry institute historic masonry preservation certificate (or approved equal) and shall provide evidence of certification prior to the start of the project. Experience with installing new brick, concrete masonry units, or manufactured dimensional stone will not fulfill the qualification requirements. References of historic brick and stone preservation projects they have completed shall be submitted by the successful Bidder. The project superintendent and foreman assigned to this project shall not be changed throughout the duration of the work without written request to and consent of the COR. All masons working on the project shall have completed a training course in the use of naturally hydrated lime-based mortars. Workers assigned to the project shall be trained in the use of the particular products used in the work including cleaners and stone patching compounds. METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE (FFP) CONSTRUCTION CONTRACT UNDER SERVICE DISABLED OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. LAW: Pursuant to Public Law 109-461 & Federal Acquisitions Regulations (FAR) 14, Solicitation 36C78625B0048 will be made on a competitive basis to a responsible Service Disabled Owned Small Business (SDVOSB) responding to this IFB Solicitation. In order to be considered for award, the contractor shall be Verified as a Service Disabled Owned Small Business (SDVOSB) Construction Contractor in SAM & SBA by the date and time specified for receipt of BIDs. No other sources will be considered. Only verified Service Disabled Owned Small Business (SDVOSB) firms are eligible to submit an offer or receive an Award of a VA contract that is 100% Service Disabled Owned Small Business (SDVOSB) Set-Aside. A non-verified Service Disabled Owned Small Business (SDVOSB) Contractor that submits a BID will be rejected as non-responsive. This opportunity shall be for a 100% Set-Aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) only. In order to be considered for the contract award, the lowest responsive and responsible firm meeting the solicitation requirement shall be verified as an SDVOSB firm in Veteran Small Business Certification (sba.gov) website by the date and time specified for receipt of bids.
