The firm must be a General Construction firm approved under NAICS: 238220 [Plumbing, Heating, and Air-Conditioning Contractors], size standard: $19.0 million. The offeror shall obtain all necessary licenses or permits required to perform this work in the State of Maryland. Prospective contractors must be registered and certified online with https://veterans.certify.sba.gov/ and must be registered at http://www.sam.gov in accordance with 38 CFR Part 74.2(f) and VAAR 819.7003 to be eligible for award. The Solicitation will be an Open Market RFP with Trade-Off Procedures, with the anticipated date of posting to SAM.gov between November 17th to November 28th, 2025. The solicitation shall clearly state which evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than the cost or price. Please note that any proposals submitted without all the stated evaluation factors shall be considered non-compliant and rejected accordingly. A site visit will be held approximately ten (10) days after the posting of the solicitation.
