Network Contracting Office 23 (NCO23) intends to award a single, firm-fixed-price contract for completion of construction Project Number: 656-21-114, Replacement/Addition of steam mains at the St. Cloud VA Health Care System, St. Cloud, MN. An IFB solicitation is planned to be issued on or about December 29th, 2025, with an award date within 90 calendar days from bid opening date. Further details of all dates, events, and locations, including site visit and bid due date, will be available in the solicitation. The contractor for this project shall provide all labor, materials, equipment, etc. necessary to complete St. Cloud Veterans Affairs (VA) Health Care System construction project 656-21-114, replacement and addition of steam mains at the St. Cloud VA Health Care System in accordance with the Scope of Work (SOW), the contract documents, National Fire Protection Agency (NFPA), local building codes, VA and American Society of Healthcare Engineering (ASHE) facility standards, industry requirements, recommended standards, and other applicable requirements. All work shall be performed at the Veterans Affairs Health Care System in St. Cloud, MN. Work will include the complete removal and replacement of the existing Steam line Vaults at various locations shown on the contract document. Additionally, the contractor shall complete the installation of a new steam piping infrastructure extending from its takeoff point in Building 48 Vault and extending through the steam tunnel and subbasements to its completion in Building 51. The contractor shall include all necessary materials, equipment and safety construction aids to ensure the installation of a fully functional steam system at completion of this contract. The period of performance for this work is 640 calendar days from issuance of Notice to Proceed (NTP).
