This pre-solicitation notice is for Solicitation Number 36C24226B0023 Project Number 630A4-26-408 for the Fire Hydrants Replacement project at the Brooklyn Veterans Affairs Medical Center, 800 Poly Place, Brooklyn, NY 11209. This project will be 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). Competition for this procurement is restricted to verified SERVICE- DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) Contractors. The SDVOSB must be a small business under the relevant NAICS code and must be registered and verified in SBA s Small Business Search and https://www.sam.gov. The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction, size standard: $45million. IAW VAAR 852.219-10 the VIP listed SDVOSB. Prospective Contractor will not pay more than 85% of the amount paid by the government to the prime for contract performance, excluding the cost of materials, to firms that are not VIP-listed SDVOBs. The magnitude of construction for this project is between $250,000 and $500,000. SCOPE OF WORK: The Department of Veterans Affairs (VA) seeks a qualified contractor to provide all labor, materials, equipment, and supervision necessary to perform deficiency correction, replacement, testing, and restoration of the existing fire hydrant system at the Brooklyn Veterans Affairs Medical Center, 800 Poly Place, Brooklyn, NY 11209. All work shall be performed in accordance with applicable manufacturer specifications, VA design guidelines, and NFPA requirements. The project includes the removal and replacement of seven (7) fire hydrants and two (2) Post Indicator Valves (PIVs), evaluation and replacement of associated isolation valves, inspection of underground hydrant components, and comprehensive testing of approximately twenty (20) hydrants across the campus. Work shall also include flushing, flow and pressure testing, lubrication of components, verification of proper drainage, and repair and repainting of designated hydrants in accordance with NFPA 291 requirements. The contractor shall ensure the fire protection system is fully operational and compliant upon completion. PROJECT COMPLETION: Contractor to start immediately after receiving the Notice to Proceed and complete required work in 240 calendar days.
