Summary

AI-generated · Aug 25, 2025

Spray-applied lining for a 1,000-gallon grease trap at Building 15, Vancouver VA Medical Center. The work involves coating the interior of the grease trap with a lining system via spray application, with an estimated 60-day performance period after award.

A Q&A from the solicitation shows bidders seeking guidance on warranty requirements, including whether a 10-year warranty is required or if a contractor-backed warranty without manufacturer involvement would be acceptable, and whether an “or equal” product with a 10-year manufacturer warranty can be used. The discussion notes that epoxy lining systems such as Raven 405 and PPG Raven 405 were considered but not mandatory, and that a 1-year warranty is described in the context of acceptable coverage.

This requirement is for a service contract for a contractor to perform grease trap lining spraying. The grease trap is at the Vancouver, WA VAMC, Building 15 and capacity is 1000 gallons. The anticipated issuance date of the 100% small business set-aside solicitation is 7/22/2025 and will utilize FAR Part 12 and 13. Anticipated award date is 08/15/2025. Performance of period will be 60 days ARO.

Q) 1. My question is regarding the 10-year warranty requirement. I have only found one epoxy lining system stating the service temp. up to 200F and they do not have a 10-year warranty. Their standard warranty is only 1 year. Will you accept an 10 year warranty that is backed by the contractor and does not have the manufacturers involvement in the extended warranty documentation? Or is there a product that the owner is referring to that we would use "or equal" that you can list in the specifications that has a standard 10 year manufacturers warranty? We have a lot of experience using the Raven 405 Epoxy for these products but the manufacturer is unwilling to issue a 10-year warranty. However, as a contractor, we have completed dozens of successful projects that required a 10-year warranty, that are backed by the contractor as the coating applicator. 1. PPG Raven 405 was reviewed when developing SOW, however it is not mandatory to use this product. A typical 1-year warranty is acceptable.
