THIS IS A PRE-SOLICITATION NOTICE The Department of Veterans Affairs, Network Contracting Office 17, 1901 Veterans Memorial Dr, Temple, TX 76504 and 4800 Memorial Dr, Waco, TX 76711 intends to issue a Request for Proposals (RFP) for a single, firm fixed price contract for Construction Services. The solicitation will be issued on SAM.gov on or about December 2, 2025, and will include the Statement of Work, Drawings and Specifications. There will be a pre-bid site visit; information and specifics to follow with the solicitation. Project Details: The Department of Veteran Affairs (VA) has identified the need to reconfigure outpatient rehabilitation medicine and outpatient pharmacy service areas. This project is to upgrade the HVAC and other related systems across the Waco and Temple medical campuses to the digital control system on the Metasys BACNET MSTP network. JCI (Johnson Controls International) is an approved consultant for this project since they are already on site to repair and maintain other systems throughout the campus. The Waco campus has approximately 30 buildings requiring upgrades, and the Temple campus has approximately 11 buildings requiring upgrades. Period of Performance: 548 days after Notice to Proceed (NTP) is issued SET-ASIDE: 100% SDVOSB NAICS: 236220, size standard $45M Magnitude of Construction: Between $10,000,000 and $20,000,000 Questions regarding this opportunity will not be answered prior to the release of the solicitation. A Justification and Approval (J&A) for Other Than Full and Open Competition (JOFOC) for brand name was originally posted with the solicitation posted on December 02, 2025, as Attachment 2 674-22-805 Specifications. The JOFOC starts on Page 419 of the attachment, as Attachment 7: Request for Sole Source Justification Format >SAT. A final approved JOFOC is anticipated and will be provided in a separate solicitation amendment. At solicitation issuance, the Government posted the brand name justification in accordance with Revolutionary FAR Overhaul (RFO) Part 11.204 requirements for documentation supporting the use of an item peculiar to one manufacturer. The version posted at issuance was unsigned due to internal processing timelines, but it accurately reflected the Government s brand name rationale and requirement. The brand-name restriction itself was disclosed at issuance. The public posting requirement was satisfied at issuance.
