The VACHS parking requirement calls for Parking as a Service under a sole-source Blanket Purchase Agreement with Autoridad Metropolitana de Autobuses, the single vendor identified as having at least 685 parking spaces within walking distance of VACHS. The contractor must provide parking from 6:00 AM to 7:00 PM, Monday through Friday (excluding federal holidays), and all spaces must be reserved exclusively for VACHS authorized personnel.

A separate market-research notice seeks potential providers to support Parking as a Service for VACHS, to help determine acquisition strategy and possible competition or small-business set-aside. Respondents must demonstrate the ability to locate a facility within about a mile of VACHS with at least 685 spaces, that it is paved, striped, lighted, not in a flood zone and properly drained, available immediately, enclosed with access control, and meet lighting standards.
