Summary
AI-generated · Aug 24, 2025Secure a succeeding lease for the NCO5 Washington DC Vet Center: the VA intends to award a lease to HP West End LLC under sole-source authority, but will consider a capability claim from other parties to determine whether a competitive procurement is appropriate. Responses with evidence showing the ability to satisfy the space requirements will be considered for potential competition.
Space required is about 4,264 rentable square feet of office space within the defined Washington, DC area, available for occupancy by the end of the current arrangement, for a term up to 20 years (5-year firm term, 15-year non-firm). The Vet Center must remain operational during transition. The government will consider alternative space if economically advantageous and if relocation-related costs (including tenant improvements, telecommunications, and downtime) can be offset. This notice is not a bid invitation and does not obligate the government to award; responses must be submitted by the deadline with supporting evidence.

This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition. THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the above requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract. The Department of Veterans Affairs currently occupies clinical and related space at 1296 Upshur St., NW, Washington, DC 20011 in a lease that expires 4/04/2027. The Government will consider leased space located in another existing building providing all costs mentioned above can be offset by competition.
