Summary

AI-generated · Nov 06, 2025

A Vet Center space in Detroit is being sought to succeed the current lease. The space must be within a single building and range 3,767 to 4,000 AB0A square feet, with 25 on-site parking spaces, under a fully serviced lease for up to 120 months (firm term 24 months). The building should preferably be a single-tenant space; if multi-floor, require at least one passenger elevator and one passenger/freight elevator. Bifurcated sites are not allowed, and configurations like atriums or irregular layouts are not acceptable. The space cannot be in the FEMA 1-percent floodplain, must be zoned for VA use, and should be near public transportation, a hospital or stand-alone emergency department, fire department, and multiple highways, with easy access to amenities. Structured parking under the space is not permissible, and the space must meet fire safety, accessibility, seismic, and sustainability standards. The government may consider alternative space within a delineated area or sole-source the incumbent if economically advantageous, and will evaluate relocation costs and related factors.

This is a pre-solicitation market-information notice seeking potential offerors, including SDVOSB and VOSB, to provide a Capabilities Statement. Submissions should include owner information, building location within the delineated area, ingress/egress details, zoning, utilities, an ownership or authorization document, and evidence of the ability tofinance a project of this size. Offerors should also describe at least three relevant projects demonstrating experience with Federal leased facilities or health-care facilities, and provide evidence of being able to obtain financing. Responses will help determine whether the eventual acquisition should be set aside for SDVOSB or VOSB firms; this is not a solicitation.

Page 11 of 11 NOTE: SAM.GOV PRESOLICITATION NOTICES/ADVERTISEMENTS FOR PROSPECTUS-LEVEL PROJECTS MUST BE PROVIDED TO THE OFFICE OF LEASING (OL) FOR PBS COMMISSIONER S APPROVAL, PRIOR TO POSTING. ALSO NOTE THAT PROSPECTUS-LEVEL RLPS MUST BE REVIEWED BY OL PRIOR TO ISSUANCE. The VA currently occupies 4000 Rentable Square Feet (RSF) of space for a Vet Center in a building under a lease in Detroit, Michigan, that will be expiring February 11, 2026. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space in the delineated area that potentially can satisfy the Government s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. Otherwise, VA intends to sole source the requirement to the incumbent Lessor. State: Michigan City: Detroit Delineated Area: North: E. Edsel Ford Fwy from the West to East boundaries.
