The US Army Corps of Engineers Water Quality Section (EC-HR) has contracted with this small laboratory, Aquatic Analysts, Inc. (Cage: 06JV7) to perform phytoplankton analysis of water quality samples since 1985. Aquatic Analysts, Inc. has specialized taxonomic identification and enumeration of Pacific Northwest phytoplankton species. Phytoplankton composition changes outside of the Pacific Northwest and identification requires specialized taxonomists as those employed by Aquatic Analysts, Inc. as far as the US Army Corps of Engineers is aware. The statutory authority for this non-competitive acquisition is FAR 13.106- 1(b)(1)(i) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements (pending changes to FAR Part 13 per the Revolutionary FAR Overhaul set to take effect on 01 Feb 2026). A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541380 Testing Laboratories and Services. The size standard as defined by the U.S. Small Business Administration is $19.0M. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 2:00 PM Pacific Time on 12 February 2026, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
