Summary

AI-generated · Feb 18, 2026

Construct a new lined warm waste pond at the ATR Complex to support ongoing ATR operations. The project may require a footprint up to about 25% larger than existing ponds and includes installing a primary CSPE-R geomembrane liner (subgrade preparation, anchor trenches, seam QA/QC) and a double-lined HDPE system with leak-detection layers and monitoring infrastructure. Site work covers extending the gravel road and security fence around the pond, providing power service for monitoring, pumping, and controls, extending the discharge line with required tie-ins, and installing a leak-detection system plus a redundant pumping system with controls integration and performance testing.

This Expression of Interest is to identify qualified vendors for potential inclusion in a formal solicitation (RFP). Submittals should include: company name and point of contact; description of capabilities and experience with earthwork and pond construction, CSPE-R and HDPE geomembrane installation, double-liner leak-detection systems, industrial pumping and controls, civil/site work (roads), and pipeline extensions in industrial settings; any DOE or federal contracting experience; and any proprietary information considerations. Selected respondents may be invited to compete in the RFP.

Expression of Interest Warm Waste Pond 1. INTRODUCTION Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors for the construction of a new lined warm waste pond at the Advanced Test Reactor (ATR) Complex to support ongoing ATR operations. 2. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The ATR Complex requires an additional lined pond to expand the capacity and enhance resiliency. Subcontractors should expect compliance with applicable federal, state, and local requirements including environmental, safety, and electrical standards and INL site procedures and quality programs. The scope of work may include the following: Pond footprint up to ~25% larger than existing individual warm waste ponds. CSPE-R primary geomembrane liner installation, including subgrade preparation, anchor trenches, and seam QA/QC. HDPE secondary liner (double-lined system) with leak-detection layers and monitoring infrastructure. Extension of the existing gravel road for construction access and long-term operations. Extension of existing chain-link fence and security features around the new pond. Power service to the new pond, including electrical distribution for monitoring, pumping, and controls. Extension of the existing discharge line to the new pond with required tie-ins and isolation. Leak detection system and redundant pumping system, including controls integration and performance testing. 3. PROCESS This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration. 4. SUBMITTAL REQUIREMENTS Interested vendors should submit an Expression of Interest that includes the following: Company name and point of contact Description of relevant capabilities and experience with earthwork and pond construction; CSPE-R and HDPE geomembrane installation; double-liner leak-detection systems; industrial pumping and controls; civil/site (roads, rending); and pipeline extensions in industrial settings. NAICS codes and business size classification Any existing DOE or federal contracting experience (if applicable) Deadline for submission: March 17, 2026 Submit to: Chase.Egbert@inl.gov Only selected respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFP solicitation. 5. PROPRIETARY INFORMATION Because information received in response to this EOI may be business sensitive or proprietary to the responding party, respondents must mark information in their responses accordingly.
