The Government is seeking interested contractors that are capable of performing packing, containerization, unloading, unpacking, and local moves of Direct Procurement Method (DPM) personal property shipments of Department of Defense (DoD) personnel stationed in Naples, Italy and in the following areas: a. Area I: Campania Region b. Area II: Lazio Region (except for Rome) c. Area III: Lazio Region (Rome only) d. Area IV: Puglia and Basilicata Region

This is a Pre-solicitation Notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.204. This is NOT a solicitation for proposals, quotes, or offers. No solicitation document is available at this time. The Government is not requesting quotes or information in response to this notice. NAVSUP Fleet Logistics Center Sigonella, C200 Naples intends to issue a formal Request for Quote (RFQ) on or about the 13 February 2026 . This requirement is for Direct Procurement Method (DPM) services for packing, crating, containerization, delivery, and local moves of personal property shipments of Department of Defense (DoD) personnel in the Campania, Lazio, Puglia, and Basilicata regions of Italy. The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials for the preparation of the personal property of DoD personnel for shipment and/or storage and related services through the DPM scope of work. Work to be performed will be those services in the Schedules awarded to the contractor as outlined in the individual Exhibit Line Item Numbers (ELINs) This contract will be conducted using Simplified Acquisition Procedures (SAP) in accordance with FAR Parts 12 and 13 as authorized by FAR Subpart 13.5 based on FAR FAC # 2025-06. The Government anticipates awarding a single Firm-Fixed-Price (FFP) ) indefinite delivery, indefinite quantity (IDIQ) contract with an ordering period of five years. The NAICS Code is 484210. This acquisition will be UNRESTRICTED. Draft Performance Work Statement (PWS) and estimated ELIN quantities attached to the related Source Sought notice still applies. This Request for Quote ("RFQ") is issued under the authority of FAR Part 12 - Acquisition of Commercial Items in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 13, as authorized for commercial services in FAR Subpart 13.5 [Federal Acquisition Circular (FAC) 2025-06]. This RFQ is for the evaluation and award of a Firm Fixed Price (FFP)-Indefinite-Delivery-Indefinite-Quantity (IDIQ) type contract for the Personal Property Shipping Office (PPSO) at Naval Supply System Command (NAVSUP) Fleet Logistic Center Sigonella (FLCSI), Naples, Italy. This contract provides for the Direct Procurement Method (DPM), as authorized by the Defense Travel Regulation (DTR), for recurring transportation and storage of domestic household goods (HHG), international HHG, and unaccompanied baggage (UB) shipments for Service members and DoD employees.
