The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and issue a delivery order under Bell Boeing Basic Ordering Agreement N0001922G0002 to the Bell Boeing (BB) Joint Program Office (JPO) on a sole source basis. The V-22 program (PMA-275) requires engineering, management, technical, acquisition and sustainment efforts for facilitation of the Software Support activities. These activities are required for the sustainment of previously delivered Block Fleet Releases, ongoing development of flight test and fleet releases and analysis leading to implementation of future Sustainment Block Fleet Releases for the V-22 avionics systems. This effort includes providing engineering, management, and technical sustainment efforts for the on-site V-22 laboratories required to plan, develop, release, and sustain the V-22 avionics systems software. This action is being awarded on a sole source basis to the BB JPO in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BB JPO is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, BB JPO is the only source that possesses the totality of engineering and technical data required to perform these efforts.
