Project Description The Naval Support Activity (NSA) Annapolis requires the services of a qualified utility provider to develop and execute a Utility Energy Service Contract (UESC) for a comprehensive energy resilience project. The core of this project is the construction and integration of a new Combined Heat and Power (CHP) Co-Generation plant, an associated microgrid, and the relocation and upgrade of critical electrical infrastructure. 2.
