USDA-FS GWJ NF Call for Quals Design-Build Virginia Creeper Bridge(s) /Trail(s) Reconstruction 12445125R0002
Summary
AI-generated · Aug 25, 2025Reconstruction of the eastern 18 miles of the Virginia Creeper National Recreation Trail in the GWJ National Forest (Washington and Grayson Counties, near Damascus and Whitetop Station, VA) requires a design-build team to restore 31 trestles, the treadway, and related features to the trail’s former footprint, while preserving the existing 2%-7% grade. The effort encompasses both design and construction under a firm-fixed-price contract, with Phase I devoted to qualifications/proposals and Phase II to a Best Value tradeoff for the final award. The total contemplated cost for base and options is in the range of about $200–$300 million.
Key process details: this is an unrestricted solicitation with a mandatory Phase I qualifications submittal, and access to the full package is provided via a restricted download that requires an access request. Over the course of amendments, attachments have been added and Phase I deadlines adjusted; past-performance page counts updated; and three highly qualified firms have been identified for Phase II, with site-visit Q&A and submittal timelines clarified in subsequent amendments. The project follows substantial damage from Tropical Storm Helene in 2024, and the government emphasizes a design-build approach to restore the eastern section to its established alignment and features.

The Virginia Creeper National Recreation Trail (VCNRT) is a popular thirty-four -mile rail-to-trail in Washington and Grayson Counties in Southwest Virginia. While the western half is owned and managed by the Towns of Abingdon and Damascus, the approximately eighteen miles of the eastern half is owned and managed by the USDA Forest Service. The landscape of the eastern half is rugged and remote, and that portion of the trail sustained heavy damage from Tropical Storm Helene in late September of 2024. The trail occupies the former footprint of the Abingdon Branch of the Norfolk and Western Railroad and includes forty-seven railroad trestle bridges. The trail s eastern half, managed by the USDA Forest Service, includes thirty-one trestles, most of which were destroyed or damaged by the storm. Much of the treadway in the trail s eastern half also sustained heavy damage.
