This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will not be issued. Instructions to offerors, (FAR Part 36) evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 70Z02925QNEWO0004 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses. Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Construction are included in this order and are applicable. Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR Part 36 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR Part 36, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR Part 36. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word. This is a small business set aside, the applicable NAICS code is 238210 and PSC code is Z2PZ This solicitation will result in a Firm-Fixed Price Construction Contract awarded to the offeror with the Lowest Price. Offerors must actively be registered in System for Award Management - https://www.sam.gov The USCGC Kanawha has a requirement for the vendor to provide all labor, materials, and equipment necessary to remove and replace the following: Contractor shall protect all equipment and merchandise in work locations. Contractor shall remove and dispose of all old gate operator components. Contractor shall install new gate operator components, keypads, and all required safety components. Contractor shall make necessary adjustments to new gate to ensure proper alignment. Contractor shall test gate for proper operation upon completion of installation. USCG personnel shall be present while all tests are performed. All installations shall be completed in accordance with all applicable manufacturer s instructions and/or recommendations. Contractor shall be responsible for the removal of all trash and debris from project area upon completion. All work must be approved by the Contracting Officer s Representative. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
