As part of its market research efforts, the Defense Logistics Agency (DLA) / Clothing & Textiles Directorate is issuing this sources sought notice to determine the existence of qualified and interested contractors capable of providing suitable solutions. The Government may use the information gathered through this sources sought for planning and general information, and it will contribute to determining the most suitable procurement method. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 315210 Apparel Accessories and Other Apparel Manufacturing. NOTE 1: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment ) impose restrictions on the DoD s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012 and specialty metals (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possession or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. NOTE 2: Certain restrictions/requirements are applicable to this item This item has technical data, some or all of which is subject to export-control of either the International Traffic in Arms regulations (ITAR) or the Export Administration Regulations (EAR) and cannot be exported without prior authorization from either the Department of State or the Department of Commerce. Export includes disclosure of technical data to foreign persons and nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees and U.S. companies and their foreign subsidiaries. DFARS 252.225-7048 is applicable to this data. To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. All information received in response to this sources sought marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.
