This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" US Army Corps of Engineers, Portland District intends to award a sole-source, contract to The Ilwaco Heritage Foundation. The purpose of this requirement is to provide services to invenotry and digitize items in their collections related to fishing along the Lower Columbia River in fullfillment of a Memorandum Agreement (MOA) that USACE executed in 2022. The items to be digitized are owned by the Ilwaco Heritage Foundation and housed in the Columbia Pacific Hertiage Museum. The statutory authority for this non-competitive acquisition is Federal Acquisition Regulation 13.106-1(b)(1), single source (including brand name) under the authority of the simplified procedures for certain commercial items. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this single source action. The NAICS codes is 712120, Historical Sites. The size standard is defined by the Small Business Adminsitration is $13 million dollars. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement, proposal, or quote to the contracting officer before the notice end date. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
