THIS IS A REQUEST FOR INFORMATION (RFI) ONLY This RFI is issued solely for information, market research, and planning purposes. This notice shall not be construed as a solicitation announcement, invitation for bids, Request for Proposals (RFP), Request for Quotations (RFQ), or an indication that the United States Government (USG) will contract for or issue a contract(s) because of this notice. The USG is under no obligation to award a contract based on this notice and solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the USG to contract for any supply or service whatsoever. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the System for Award Management website, https://www.sam.gov. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this requirement. All information submitted in response to this notice is strictly voluntary; and will not be returned to the responder. The USG will neither pay for requested information nor compensate any respondent for costs incurred in developing information provided to the USG. Proprietary or classified information shall not be submitted; the USG will not be liable for, nor suffer any consequential damages resulting from, any improperly identified proprietary information. Due to recent changes in the organizational structure and command relationships on Kwajalein, Base Operations Support (BOS) requirements are no longer within the scope of the U.S. Army Space and Missile Defense Command (USASMDC) Reagan Test Range (RTR) follow-on range requirements. Please further note that it is anticipated that future Kwajalein BOS requirements will be pursued under a separate, standalone acquisition. Interested parties should monitor SAM.gov for separate notices regarding future USASMDC RTR range requirements and future Kwajalein BOS requirements, respectively. Note that future notices will refer to this requirement as the U.S. Army Space and Missile Defense Command Reagan Test Range (RTR) Operations, Sustainment, Improvement, and Engineering or ROSIE acquisition. Additionally, this RFI is a follow-up to the ROSIE RFI published on 26 November 2025 as needed, please refer to that RFI posting for additional information regarding Kwajalein and/or the ROSIE requirement. II. Introduction/Background. The USG appreciates the valuable feedback received from industry regarding the previous ROSIE requirement RFI. Your feedback has been instrumental in refining our approach and remains essential in shaping the final ROSIE requirement. Please note that to help create an acquisition strategy that best meets the ROSIE requirement, the USG is still gathering data and conducting market research; the USG has made no decision regarding an acquisition approach or strategy for the anticipated contract requirement specified in the draft performance work statement (PWS) (see attached revised draft PWS). Please note that the USG is not seeking any feedback regarding the attached draft ROSIE PWS and will not receive or respond to any feedback and/or questions regarding the attached draft PWS. The purpose of this notice is twofold: (1) request industry feedback regarding the Contract Line-Item Number (CLIN) structure; and (2) request industry feedback regarding a recommended contract type for this acquisition. Please see attached the anticipated ROSIE CLIN structure and contract type. Please note that the primary focus of this RFI is limited to this twofold purpose and comments/questions regarding the draft ROSIE PWS requirements will not be entertained. II. Request for Information and Submission Details. Due to the nature of the requirements, note that only U.S. companies (or companies authorized to do business with the Department of Defense via a Defense Counterintelligence and Security Agency Foreign Ownership, Control or Influence Risk Mitigation Approval Transmittal Letter) may respond to this special notice. Please follow the submission instructions described below. A. General Feedback Information. Responses shall be limited to the requested information stated below as related to the anticipated ROSIE contract structure. Please include in your response the rationale for your suggestions/feedback. (1) Request suggestions and/or feedback regarding the USG's anticipated CLIN structure and the requirements related to the relevant CLIN. (2) Request suggestions and/or feedback regarding the USG's anticipated contract type per CLIN. NOTE: The USG will not respond to any received questions regarding the ROSIE contract structure; the USG is only seeking suggestions/feedback. B. Submission Details. The USG will not disclose submitted Confidential information outside of USG channels. If a respondent submits such information, the respondent shall be responsible for clearly marking each sheet containing such information and segregating such information to the maximum extent practical from other portions of the response. Responses to this RFI must be submitted to the email stated below by 2:00 PM CDT no later than 12 March 2026. All submissions must be clearly marked: NO CLASSIFIED/PROPRIETARY INFORMATION. The USG will not accept company literature or marketing materials in response to this notice. VI. Contact Information.
