REQUEST FOR QUOTE WAREHOUSE MOVE - SPOKANE VALLEY, WA INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04, effective June 11, 2025. This acquisition is set-aside for small business. DESCRIPTION The US Geological Survey, Geology, Minerals, Energy, and Geophysics Science Center requires moving services as described in the attached Statement of Work. RELEVANT INFORMATION The North American Industry Classification System (NAICS) code 484210 Used Household and Office Goods Moving and associated size standard $34.0 million applies to this announcement, along with Product Service Code V001 Transportation/Travel/Relocation. This service is subject to the Service Contract Labor Standards Wage Determination# WD 2015-5537. SUBMISSION OF QUOTES All services will begin performance at the U.S. Geological Survey warehouse at 11103 East Montgomery, Spokane Valley, WA 99206. ***Amendment 1*** WAREHOUSE MOVE - SPOKANE VALLEY, WA The purpose of this Amendment is to answer vendor questions. The due date for quotes remains unchanged: Tuesday, July 14, 2025, 10:00am PT. ***No further questions will be accepted*** 1. Forklift Availability - Will USGS provide a forklift at either the origin or destination or should the contractor plan to supply one? ANSWER: No, we cannot supply one. In one of the two destinations, 904 W. Riverside Ave, Spokane, we also cannot use a forklift so work will need to be completed using pallet jacks, carts, or other non-forklift methods. 2. Rack Installation - Will shelving/racking units at the destination need to be anchored to the floor? Also, are the final addresses of the destination warehouses available? ANSWER: Possibly. If so, it will be pallet racks and no more than 4 uprights so likely not more than 8 anchor points at the destination. Currently, they are anchored with one anchor wedge at each foot or anchor point. Yes, the final addresses of the destinations are available. We don't have a perfect idea of what will go where yet, although we do have a pretty good idea in general. Palletized materials (mostly rock samples) will go to a location in at 120 G Street, Cheney, WA. Other materials will go to one of 3 rooms in our downtown building at 904 W. Riverside Ave., Spokane, WA. We are providing photos of the 904 W Riverside destination. 3. Inventory Valuation - Is there a required liability coverage level for the government inventory? ANSWER: Please see the Liability Insurance clause. 4. Destination Floor Plan or Staging Plan - Some items appear unlabeled or without clear destination instructions in the provided images. Is there a staging diagram, placement guide, or labeling system available? ANSWER: At this time, no. This is an evolving situation, and we don't know what will fit where at this moment. We can only give you a general idea of what will go where. However, in the coming weeks, we should be able to work this out better and provide more information. Please see answer to question #2 above. 5. Smallest Doorway Dimensions - Can you provide the narrowest door dimensions along the delivery path at the destination to assess clearance for larger items? ANSWER: About 33 3/8 inches is the narrowest doorway. 6. Records Boxes - Do archive/records boxes require tamper-evident security seals or is basic taping sufficient? ANSWER: No, basic taping is sufficient. 7. What are the dimensions of the pallets (width and length)? ANSWER: Almost all are 40 inches wide and 48 inches long. There are 2-3 smaller ones as well but none larger. 8. How heavy are the gray standing cabinets, and could you clarify what is stored inside them? ANSWER: These cabinets are light. I can easily tip them and scoot them around by hand. They contain miscellaneous small tools and camping equipment, but everything will be removed from the cabinets before they are moved. 9. What is the height of the gray cabinets? ANSWER: 72 inches 10. What contents are stored in the flammable cabinet? ANSWER: The cabinet will be empty for the move. 11. How many trucks are required for the warehouse empty? ANSWER: We don't have any idea, and we can't answer this question. We need the vendor to estimate this themselves because it depends on a few things including what kind of trucks they have and how they plan to load things. 12. What is the total weight of the commodities in the whole? ANSWER: I don't know how we would estimate this. We do not have the capability of weighing all the pallets or the vast majority of the rest of the items. 13. How many pallets are there total? ANSWER: Approximately 38 pallets. Almost all of which are 40x48, a few are smaller. 14. Regarding the wooden drawers shown in Appendix 2, Photo #8, should these be emptied prior to transport, or can they be secured and moved as is? If they must be emptied, could you please clarify the contents? Are they fragile or delicate? ANSWER: These cabinets are used to store rock specimens. The rocks are usually put into cardboard trays with a label into the drawers. As such, they are loose and will shift if the drawer is tilted. Because the cabinets contain rock specimens, it is hard to move the entire cabinet with the drawers of rocks without damaging the cabinet. If it were me, I would label the drawers in order to be able to place them back into the appropriate cabinet. Then remove the drawers, stuff them with paper or some other packing material, and then wrap them with shrink wrap. Then each drawer can be moved safely without shifting the contents. The drawers would be put back into the cabinets afterwards. Or, someone could remove the drawers, place the empty cabinet on a moving dolly, replace the drawers, stuff with paper, then wrap the entire cabinet. The weight precludes simply moving the cabinet with the drawers in place. The loose material in drawers make it necessary to keep the drawers level while moving them. The drawer width can vary between the cabinet so it is important that the drawers stay with their cabinet. After the move, the rocks should be in their labeled drawers and the drawers should be in order in the cabinets. 15. Will the racks onsite need to be disassembled and reassembled at the new location, or are they to be transported intact? ANSWER: I assume you are referring to the green and orange pallet racks as seen on pages 5 and 6. They will need to be disassembled to move them. They use a pin and hole/slot method of assembly. Lift the board or wire shelves off the cross beams. Use a mallet or hammer to tap the cross beams up to move them up out of the slot on the post and to the hole where the pin on the beam can be moved away from the post. I am pretty sure that the racks are secured to the floor and walls with bolts. A wrench will be required to detach them from the floor/walls. I am not sure about the assembly of the racks at the new locations. I have not seen plans yet for their use/placement. Bottom line - the racks cannot be moved intact.
