Upgrade Safety Showers and Eyewash Stations - Ithaca, NY 1232SA25R0027

THIS IS AN INFORMATIONAL NOTICE ONLY The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Contracting Operations Branch-Construction Team has a requirement to Upgrade Safety Shower and Emergency Eyewash Stations. The Contractor shall provide all plant, labor, equipment, materials, and transportation and performing all required work in accordance with the plans and specifications for the project. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $500,000 - $1,000,000. Draft copies of drawings and specifications have been added to this pre-solicitation. Due to potential confusion with the 261 page spec book, a mandatory site visit will be required and attendance by the prime contractor will be an evaluation factor. USDA will issue a Firm Fixed Price construction contract. USDA is anticipating this being 100% set-aside for Service Disabled Veteran Owned Small Business vendors. The Request for Proposal (RFP), 1232SA25R0027, may be issued on or around June 24, 2025. The NAICS Code shall be 238220 Plumbing, Heating, and Air Conditioning Contractors with a size standard of $19M. Completion timeframe for the resulting contract will be 150 after Notice to Proceed (NTP) for the base CLIN and 45 days additional for each option. The NTP will not be issued until all submittals are approved. The RFP will be accessible via sam.gov in the “Contracting Opportunities” section. Potential Offerors are responsible for monitoring this site for release of the RFP package and any amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and FAR Provision 52.204-8. No paper copies of the solicitation will be mailed and telephone requests will not be honored.

Responses to RFI questions will only be posted on sam.gov. To ensure a response, questions must be submitted by 4:00 PM July 17th, 2025. Questions submitted after July 17th until proposals are due may not receive a response. If questions are submitted after July 17th and you were not an attendee of the site visit and therefore would not be technically acceptable for award under Evaluation Factor 1, a response will not be provided.
