The F-15 Contracting Division (AFLCMC/WAQKB), Robins AFB intents to issue a sole source, Firm-Fixed Price Contract under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements to Telspan Data LLC, 7002 South Revere Parkway, Suite 60, Centennial, CO 80112. The applicable NAICS is 334511; Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size of 1,250 employees. The following is a brief description of the acquisition requirement: The requirement is for supplies and services to sustain Contract Logistics Support (CLS) for both the Trusted Aircraft Information Program (AIP) Download Station (TADS) units and the integrated software package referred to as the Common Mission Debrief Program (CMDP) for the F?15 C/D/E Fleet. The acquisition is for contractor logistics support required to sustain and maintain the fielded TADS units and CMDP software. The services include upgrades to firmware, hardware, logic, software, technical support, repairs, regression testing, configuration management, packaging, handling, storage, transportation (including shipping and receiving), cybersecurity compliance, inventory control, support equipment, and travel. The effort will result in a five-year Requirements Contract consisting of a (5) twelve-months ordering periods. The estimated/projected quantities are 20 minor repairs and 10 major repairs per year, as well as a negotiated amount of system upgrades. The effort is anticipated to be awarded to Telspan Data, LLC, which is the Original Equipment Manufacturer (OEM) and owner of the proprietary data involved with the TADS/CMDP software and hardware. Telspan Data, LLC has the intellectual property and resources needed to maintain, repair, and upgrade TADS and CMDP required by this program. The Robins Air Force Base Contracting AFSC has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Air Force Federal Acquisition Regulation (DAFFARS) 5352.201-9101 Ombudsman, will be included in any potential solicitation and contract for this acquisition.
