Summary

AI-generated · Dec 24, 2025

Ground transportation services are being sought to support ICE’s 287(g) program in Texas, moving individuals across up to 254 counties to 36 ICE locations. Bidders should review the attached draft Performance Work Statement to understand the specific tasks and requirements.

This is a Request for Information to identify vendors capable of competing for a future acquisition and to assess whether any existing GWACs could be used. Respondents should answer the questions tied to the PWS and provide the information in the attached Excel spreadsheet.

Background and Purpose: The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 added Section 287(g) to the Immigration and Nationality Act (INA) authorizing U.S. Immigration and Customs Enforcement (ICE) to delegate to state and local law enforcement officers the authority to perform specified immigration officer functions under the agency s direction and oversight. The 287(g) Program enhances the safety and security of our nation s communities by allowing ICE Enforcement and Removal Operations (ERO) to partner with state and local law enforcement agencies to identify and remove criminal aliens who are amenable to removal from the U.S. The 287(g) program allows ICE through the delegation of specified immigration officer duties to enhance collaboration with state and local law enforcement partners to protect the homeland through the arrest and removal of aliens who undermine the safety of our nation s communities and the integrity of U.S. immigration laws. ICE requires ground transportation services to support up to 254 Texas counties participating in the 287(g) program with transportation to 36 ICE locations. The purpose of this RFI is to identify vendors who are interested in participating in a competitive acquisition for 287(g) Texas ground transportation services and are capable of successfully performing the requirements as outlined in the draft Performance Work Statement (PWS). Lastly, the government is seeking to determine if there are preexisting government-wide acquisition contracts (GWAC)s to solicit this requirement competitively. Description/Scope of Work: Please see the attached draft PWS for a description of the requirements. Interested vendors are requested to provide responses to the questions attached as they relate to the tasks in the PWS. Include responses on the attached Excel Spreadsheet.
