This is a combined synopsis/solicitation under the authority of FAR Parts 12 and 15. The Library of Congress (Library) seeks a commercial shipper and/or specialized firm to package, store, and transport Library materials ranging greatly in use, size, and distance safely and efficiently from a variety of locations across the country and around the world. These materials include four different performance areas of items and collections: (1) Non-Fragile, (2) Fragile, (3) Fine Arts, and (4) Film/Media. The Library intends to award a firm-fixed-price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Library reserves the right to award a single- or multiple-award IDIQ as a result of this solicitation. Please see the attached solicitation document for further instructions. Amendment 0001 - The purpose of this amendment is to: 1. Provide Attachment J8 - 030ADV26R0011 QA - 20260205 (pp. 11), which contains responses to questions from potential offerors. 2. Update the period of performance (POP) in Section B. The contract(s) now start on 06/01/2026. 3. Provide a list of services that are preferred, but not required, to Section C. Please see C.3.4. 4. Extend the deadline for proposal submission from 12:00pm ET on 02/13/2026 to 12:00pm ET on 02/20/2026.
