This is a request for information (RFI) / SOURCES SOUGHT SYNOPSIS. The level of security clearance and amount of foreign participation in this requirement has not been determined. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. Currently there are no funds available for this acquisition. The Air Force Metrology and Calibration Program is considering a purchase of torque transducers with capacities between 250 and 2,000 lbf-ft for calibrating snap action, dial, and digital type torque wrenches, torque screwdrivers, and torque multipliers. AFMETCAL is conducting market research to identify potential sources capable of providing new torque transducers that will replace the Air Force's current 600, 1,000, and 2,000 lbf-ft transducers that are a part of the CDI 2000 Torque Calibration System. The provided transducers must be capable of covering torque values between 250 and 2,000 lbf-ft, without gaps, and shall have an accuracy of 0.5% of Reading, or better. Interested vendors should submit a brief capability statement including company information (DUNS, CAGE, business size), relevant experience, and rough order of magnitude pricing. The NAICS code assigned to this acquisition is 334513 with a size standard of 750 employees. The total estimated quantity of 31 units. Reconditioned, remanufactured, or used material is not acceptable for this item. AFMETCAL at Heath OH intends to solicit and award a Sole Source Firm Fixed Price (FFP) contract under Simplified Acquisition Procedures (SAP) in accordance with Revolutionary FAR Overhaul (RFO) Part 12 Acquisition of Commercial Products and Commercial Services and RFO 12.201-1 Simplified Procedures for the purchase of a Torque Calibration System Upgrade 250-2000 lbf-ft to Snap-On, A Division of LDSC Holdings, LLC (Cage 55719). Only Snap-on can provide the necessary upgrade due to the proprietary nature of the original system manufactured by CDI. Snap-on purchased CDI and manufactures equipment specifically designed to interface with CDI systems. For this requirement, there is no other action that can be accomplished to generate competition without substantial duplication of costs. This procurement will provide the best value to the Government at this time. The Government envisions a Firm Fixed Price type contract. The anticipated quantity is 42 unit upgrades over a 5 year period. The requirement is for Torque Calibration System Upgrade 250-2000 lbf-ft in accordance with the Purchase Description, which is available for download at this site. A copy of the approved J&A is also posted with this notification. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
