This announcement is in support of market research to determine the feasibility of a Sole Source acquisition and to identify potential sources that can provide for the procurement of the Tool Kit, Aircraft Maintenance detailed below. The proposed contractual action will be a Firm Fixed Price (FFP); one time buy contract for the following: Noun: Tool Kit, Aircraft Maintenance NSN: 5180-01-628-2374 P/N: CATSPTTK14 Estimated Quantity: 30 Maximum The applicable North American Industry Classification System (NAICS) Code is 332216 and the size standard is 800 employees. Technical Data is not currently available to support the purchase of the Tool Kit, Aircraft Maintenance. The only approved source is IDSC Holdings LLC. No DMWR has been identified for this effort. This is a Non-Critical Safety Item (CSI). Interested parties who have capability to perform the above effort should respond to this notice and identify your business size and socio-economic status as applicable. All submissions must include full company name, Point of Contacts (POCs) to include, name, position, office and mobile telephone numbers and email address. The solicitation will not close prior to the closing date stated on the solicitation. This announcement is for information and planning purposes only and should not be construed as a commitment by the Government for any purpose. This announcement does not constitute a RFQ. A synopsis will be issued at a later date for this requirement. Requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requested. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate.

The contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data necessary to accomplish the inspection and overhaul for the following assets: Noun: Tool Kit, Aircraft Maintenance NSN: 5180-01-628-2374 P/N: CATSPTTK14 Estimated Quantity: 30 Maximum The applicable North American Industry Classification System (NAICS) Code is 332216 and the size standard is 800 employees. The proposed contractual action will be a one-time buy, Firm Fixed Price, spares contract, with the maximum quantities listed above. Only one responsible source and no other supplies or services will satisfy this agency's requirement. The technical data pertinent to this requirement is owned exclusively by the Original Equipment Manufacturer (OEM), IDSC Holdings LLC. IDSC Holdings LLC has exclusive rights to the technical data package and are approved sources. Interested parties must have secured the rights to the technical data package to be a potential source for the overhaul of this part. If a new source acquires the proprietary data from the approved sources during the contract period of performance, the new source can compete in future procurements. The Tool Kit, Aircraft Maintenance is not identified as a CSI. This procurement is restricted to IDSC Holdings LLC (CAGE Code 55719). An RFP will be issued at a later date for this requirement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requested. No basis for claim against the Government shall arise as a result of a response to this announcement or Government use of any information provided. All responsible sources may submit an offer which shall be considered by the agency. The closing date annotated is an estimated date dependent upon the date of the release of the solicitation; however; the solicitation will not open prior to the closing date stated on the synopsis.
