Summary

AI-generated · Aug 25, 2025

Six TMP Vision/SLIM software maintenance licenses are needed to support engineering repairs of downed aircraft and to enable return-to-service decisions, as well as to evaluate aircraft for one-time flights (safety of flight) within the PMC environment on the RDT&E Network. Because the software is OEM-developed and marketed exclusively to non-governmental customers, with all data rights retained by the contractor and no authorized resellers, the government intends to award the maintenance contract on a sole-source basis to Third Millennium Productions, Inc. (the OEM).

This is not a competitive procurement request. However, any capable sources may submit a capability statement within two calendar days after publication, and the government will consider those responses solely for the purpose of determining whether to conduct a competitive procurement. The final decision to compete will be at the government’s discretion.

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Third Millennium Productions, Inc., 303 Main Street, Suite 300, Fort Worth, Texas 76102 (Cage Code: 3GKA4) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. The Fleet Readiness Center East (FRCE) has a requirement for software maintenance for (6) six licenses of TMP Vision/SLIM in support of Engineering repairs to downed aircraft, permitting aircraft to return to service, as well as evaluation of aircraft for one-time flights (safety of flight) within the PMC environment on the RDT&E Network. The TMP Vision/Structural Loads Integration Module (SLIM) software was developed by Third Millennium Productions, Inc., the Original Equipment Manufacturer (OEM), at private expense for the commercial marketplace and is marketed exclusively to non-governmental customers. As such, the OEM retains all data rights to the software product. Third Millennium Productions, Inc., does not utilize authorized resellers; for this reason, the government intends to procure these products on a sole source basis from Third Millennium Productions, Inc. (CAGE Code: 3GKA4). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Point of contact for this requirement is Kara Marie Ridgell at kara.m.ridgell.civ@us.navy.mil.
