Services required coupon testing for qualification of the AMS 3970 composite material system for Naval Aviation relevant conditions. These coupons will be conditioned, tested, analyzed, and the data will be compiled into reports that include test data, test data analysis, statistical analysis, and development and approval of test plan and test report. These meet our needs for qualifying this material for NAVAIR composite repairs. The data and methods established through this testing will serve as the basis for composite repair standards. Optional testing will be utilized based on initial test results if required to fill in necessary gaps in data. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. National Institute for Aviation Research (NIAR) located at Wichita State University is uniquely qualified to provide the complete range of program support required for this effort and is also the only known firm to possess the technical data and specifications necessary to fulfill the Government requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 5:00 PM Eastern Time on 26 December 2025. The applicable NAICS code for this requirement is: 541380-Testing Laboratories and Services. The Government will consider all information received within 15 calendar days of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
