Tesla Model S Drive Units N68335-25-Q-0339

The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with EV West, Inc. (CAGE: 9Y7B3) for the issuance of a Firm-Fixed-Priced contract. The contract will be for EV West Tesla Model S Drive Units. Each Drive Unit is composed of a Tesla motor, inverter, gear box, and control unit (EV Controls), throttle pedal, throttle pedal plug and pins, brake switch, brake switch plug and pins, encoder plug and pins, inverter plug and pins, axle clips, 2 axles, pre-charge relay, and pre-charge resistor. Also included in this procurement are Lithium Ion Battery 18650 EV Modules. These packs contain 444 battery cells and a pre-installed PCB Board enabling BMS connectivity and fuse protection. EV West, Inc. is the only manufacturer capable of providing a solution that meets the requirements. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
