NAVSUP Fleet Logistics Center San Diego is seeking capable sources and industry input to provide television programming services to the Navy community within the CNRSW area of responsibility through a commercial single-award FFP IDIQ contract. The period of performance shall include a one-year base period, followed by four (4) one-year option periods for a total period of performance of five (5) years if all option periods are exercised. This is a new requirement and there is no incumbent. A draft Performance Work Statement (PWS) is attached to this announcement and please include your business size, socioeconomic status, and cage code in your submission. For small business set-asides FAR clause 52.219-14, Limitations on Subcontracting, will apply. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two (2) or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14, either alone or in conjunction with other similarly situated entities. Please provide details regarding teaming arrangements, and if subcontracts are to be used, detail the anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used. NOTICE OF INTENT TO SOLE SOURCE NAVSUP FLC San Diego intends to award a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) Cable Television (CATV) Programming Services contract to COX CALIFORNIA TELCOM, LLC (CAGE: 66AT6) on a Sole-Source basis for Commander, Navy region Southwest. This procurement is in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services per 41 U.S.C.1901, and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6 but are still required to use a justification utilizing the format of FAR 6.303-2. This Notice of Intent is not a request for competitive quotes or proposals and no solicitation nor RFQ will be forthcoming. Responsible sources may identify their interest and submit a capability statement in response to this notice by August 1, 2025, 11:59 p.m. PST via e-mail to yesica.l.burrill.civ@us.navy.mil which shall be considered by the agency. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement.
