The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). The National Space Intelligence Center (NSIC) has a requirement for non-personal services contract to provide a multiple-day course covering in depth information on the foundational technology, systems, sub-systems, design drivers, and design process of tactical missile systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 15 August 2025 @ 4:00PM EST will be considered by the Government. This notice is not a request for competitive proposals/quotes.
