The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a solicitation to one of the three approved internet providers to upgrade the current (500MB/25MB) wifi internet service to expand it to two additional buildings to provide WiFi access to bldgs 1806, 1820, and 1830A. Upgrade to a 2GB fiber connection will be required to support the additional bandwidth. Wifi services will be required for 5 years (one base year and 4 option years). In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Edwards AFB has completed extensive review and have only three approved commercial internet service providers: AT&T, Lumen Technologies (aka CenturyLink), and Spectrum Internet (aka Charter). These vendors have been vetted and have an installed Service Delivery Point (SDP) presence on Edwards in building 2600. The internet products and services being provided by any of these vendors have been approved for installation by AFMC Commercial Internet Services Provider (CISP) Program Management Office (PMO), who also provides the Authority to Operate (ATO)/Authority to Connect (ATC) for commercial connectivity for public releasable data. There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government s requirement.
