SYNOPSIS / NOTICE OF PROPOSED SUBCONTRACT ACTION Solicitation Number: 465222 Date: June 16, 2025 Title: Support of Center for Multiscale Applied Sensing (CMAS) Urban Weather Research THIS IS A PRE-SOLICITATION COMPETITIVE NOTICE OF INTENT TO AWARD A SUBCONTRACT FOR FULL AND OPEN COMPETITION. This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Subcontractors shall not submit a quote until, and/or if, the solicitation is posted to the Governmentwide Point-of-Entry System for Award Management (SAM) via www.SAM.gov. This announcement shall NOT be construed as a commitment by Brookhaven Science Associates, LLC (BSA) to award a Subcontract. Brookhaven National Laboratory (BNL) reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BNL determines is appropriate, including, but not limited to, the creation of a competitive solicitation. Background: BNL is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York. BNL intends to compete, full and open, for research and development support of CMAS Urban Weather Research within the United States. Need: BNL has the following requirements: Please see attached DRAFT Statement of Work “Support of Center for Multiscale Applied Sensing (CMAS) Urban Weather Research” dated 03-28-2025. BNL expects to issue one (1) award. The applicable North American Industry Classification System (NAICS) code is 541715, “Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)”, and the applicable PSC R499, “Support—Professional: Other”. Interested parties must be registered under the NAICS code in SAM prior to submitting their quotes. BNL intends to issue Solicitation No. 465222 in support of this requirement. The anticipated award type is a Cost Type Research and Development Subcontract. BNL anticipates the award date to be on or around August 15, 2025. Hello Brookhaven Science Associates, LLC (BSA) operator of Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE) solicits your quote for research and development support of Center for Multiscale Applied Sensing (CMAS) Urban Weather Research within the United States. Requirements for this solicitation are outlined in the attached RFQ Document. Quote package shall include the below: Price Quote: The Offeror shall complete and return the attached Quotation Pricing Sheet. Pricing shall remain firm for sixty (60) days to allow time for review, selection, and award. Prices shall be quoted in U.S. Dollars. The Offeror shall provide the requested information for listed Technical Qualifiers as detailed in section 2.1. Other Submittals: SAM Unique Entity Identification (UEI) Number within attached Quotation Pricing Sheet, as well as affirm Representations and Certifications and size status are accurate and up to date in SAM. CRITICAL DATES Questions Due Date: Wednesday, July 16, 2025, at 4:00PM Eastern Standard Time Quote Due Date: Friday, August 01, 2025, at 4:00PM Eastern Standard Time Anticipated Delivery Date: The base period is two (2) months. BSA has the sole discretion to extend the base period in two (2) month increments, up to a total of twelve (12) months.
