SOW Synopsis The U.S. Section of the International Boundary and Water Commission (USIBWC) intends to procure specialized support services to maintain and upgrade the Supervisory Control and Data Acquisition (SCADA) systems at the Nogales International Wastewater Treatment Plant (NIWTP). The SCADA system is designated as a High Value Asset (HVA) and is critical to wastewater treatment operations and environmental compliance at the U.S.-Mexico border. This acquisition will provide a comprehensive, managed maintenance solution that includes software/firmware upgrades, patching, emergency repair, cybersecurity vulnerability assessments, backup management, and on-call incident response. The contractor must have demonstrated experience with Rockwell Automation, Inductive Automation’s Ignition software, VMware, Cisco networking, and wastewater SCADA systems. Personnel must hold Tier 4 background investigations and relevant professional certifications (e.g., CCNA, VMware, Ignition Gold). The contractor will be required to create system documentation, perform vulnerability remediation in accordance with NIST 800-53 standards, maintain security configurations, and assist in achieving and maintaining the system's Authority to Operate (ATO).
