The Transportation Security Administration (TSA) intends to contract using other than full and open competition with Saul Mineroff Electronics Inc. Saul Mineroff Electronics Inc. is the only company that provides the advanced specialized surveillance electronics needed by the Investigations program office. Accordingly, the TSA intends to award a contract to Saul Mineroff Electronics Inc., 574 Meacham Avenue, Elmont, NY 11003. These specialized surveillance electronics provides TSA with the ability to investigate allegations of criminal activity including, but not limited to: fraud, theft, and assault, off-duty felony arrests; acts of non-criminal misconduct by senior or titled officials and law enforcement officers, and egregious administrative misconduct by others; on-duty misconduct by contract employees working for TSA and criminal allegations or systemic SOP violations by regulated parties that affect TSA operations. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
