Summary

AI-generated · Aug 27, 2025

The NCNR seeks industry input for a multi-award IDIQ contract to provide specialized engineering design and build services for neutron instrumentation and reactor-related upgrades. Projects may involve improvements or replacements of reactor components and systems (such as temperature, flow, pressure, and pH measurement, gas analysis, water flow analysis, and radioactivity measurements) and installation or upgrade of scientific instruments (neutron spectrometry, diffractometry, and reflectometry). Work will be issued via task orders under one or more IDIQ contracts, with the specific design, build, and installation objectives defined in those orders.

Tasks typically cover concept development and requirements analysis, detailed design and engineering, fabrication and assembly of integrated subsystems, and testing and evaluation (including prototype testing, verification/validation, safety analysis, and quality assurance). Some installation may occur in radiation areas with contamination risk, and NRC licensing considerations apply. This is market research to gauge interest; no solicitation or binding proposal is requested at this time, and responses will not commit the government to a contract. If you respond, provide basic company information and a point of contact, indicate small business status and your Unique Entity Identifier (UEI) if registered, and, if applicable, suggest an alternative NAICS code.

NIST-SS25-82 Z1HB / 541330 Title:? Specialized Engineering Design and Build IDIQ Background The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) focuses on providing neutron measurement capabilities to the U.S. research community in biology, materials science, chemistry, and physics. It is the national center for research using thermal and cold neutrons, offering its instrumentation for the performance of world class scientific research by all qualified applicants. The focus of the NCNR relies upon the safe, cost-effective, and reliable operation of the National Bureau of Standards Reactor (NBSR) as well as its ability to operate under and adhere to the licensing agreements of the Nuclear Regulatory Commission (NRC). In order to keep the reactor running safely and reliably, as well as to take full advantage of advances in neutron measurement science and methodology, at any given time a large variety of engineering projects are being undertaken simultaneously at the NCNR. Projects range from large scale reactor system upgrades to the design and planning for new and/or improved neutron beam research instrumentation. The objective is to allow the NCNR to have access to world-class fabrication/manufacturing of instruments and instrumentation services under one or more IDIQ contract(s). Actual design-and-build objectives will be specified in subsequent Task Orders. Installation work may be performed in radiation areas with risk of contamination. Examples of requirements to be procured under this contract include, but are not limited to the following: Improvements to, or replacement of NBSR components and equipment that supports reactor work (for example, temperature measurement, flow measurement, pressure measurement, or pH measurement). Upgrades of key reactor systems and peripheral systems (for example gas analysis, water flow definition and analysis, and radioactivity measurements). Installation of new existing scientific instrumentation or upgrades of existing instrumentation (for example neutron spectrometry, diffractometry, and reflectometry). The Government intends to order from a predefined schedule of tasks, examples of which are below. Typical tasks include, but are not limited to, items included on the reference list below. Concept Development and Requirements Analysis Activity required under this contract involves conceptual studies, analysis, requirements definition, preliminary planning, and the evaluation of alternative technical approaches and associated costs for the development or enhancement of high-level general performance specifications for analytical systems, structures, and components. 1.1 Requirements analysis 1.2 Simulation 1.3 Modeling 1.4 Feasibility analysis 1.5 Manufacturability analysis 1.6 Reporting Design, Engineering, and Integration Services required involve the translation of a system, structure, or component concept into a detailed design (engineering documents, such as drawings and specifications). 2.1 Computer-aided design and modeling 2.2 Design studies and analysis 2.3 Detailed specification preparation 2.4 Document control 2.5 Fabrication/manufacture/construction instructions 2.6 Assembly instructions 2.7 Design Review Building of a Functional System, Structure, or Component (SSC) Activity required involves the integration of various Systems, Structures, and Components into a working sub-system (or sub-structure or sub-component) that can be integrated into the NCNR. 3.1 Parts manufacturing 3.2 Parts procurement 3.3 Building/assembling/constructing an integrated system 3.4 Overseeing sub-contractors as required 3.5 Physically integrating (sub-)system into the NCNR 3.6 Providing manuals and other relevant paperwork related to the new SSC 3.7 Training on the use of the new SSC Test and Evaluation Services required involve the application of various techniques demonstrating that a prototype system (subsystem, program, project, or activity) performs in accordance with the objectives outlined in the original design 4.1 Testing of a prototype or first article 4.2 Verification and Validation 4.3 Safety Analysis 4.4 Quality Assurance 4.5 Reporting In responding to this notice, please DO NOT PROVIDE PROPROETARY INFORMATION. Please include only the following information, readable in either Microsoft Word 365, Microsoft Excel 365, or .pdf format, in the response: Submit the response by email to the Primary Point of Contact and, if specified, to the Secondary Point of Contact listed at the bottom of this notice as soon as possible, and preferably before the closing date and time of this notice. Provide the complete name of your company, address, name of contact for follow-up questions, their email, their phone number and, if your company has an active registration in https://sam.gov your company s Unique Entity ID (UEI). For the NAICS code listed in this notice: Indicate whether your company is (a) a small business or (b) other than small business. See the Table of Small Business Size Standards and the associated .pdf download file for small business size standards and additional information. If you believe the NAICS code listed in this notice is not the best NAICS code for the type of product addressed in this notice, identify an alternative NAICS code that you believe would be more appropriate for the planned procurement. Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement. The information received in response to this notice will be reviewed and considered so that NIST may appropriately solicit for its requirements in the near future. This notice should not be construed as a commitment by NIST to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotations. No award will be made as a result of this notice. NIST is not responsible for any costs incurred by the respondents to this notice. NIST reserves the right to use information provided by respondents for any purpose deemed necessary and appropriate. Thank you for taking the time to submit a response to this request.
