Special Notice of Intent to Award to Sole Source 80JSC021DA015

NASA/ Johnson Space Center (JSC) has a requirement for the extension of the Facilities Contract. NASA/JSC intends to acquire the services from PAE Applied Technologies, LLC (PAE). Only PAE has the capabilities to provide critical support services in the areas of engineering, operations, maintenance, design, construction, configuration control, work control, and rigging of highly-complex and specialized-research facilities at all JSC campuses (JSC main campus, Ellington Field, and Sonny Carter Training Facility) during the period until a follow on Contract is awarded, which is anticipated to be two years form the current contract expiration date of December 31, 2026. The Government does not intend to acquire a commercial product or commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jennifer Hoff at jennifer.n.hoff@nasa.gov not later than 3 p.m. CST on October 7, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This justification provides the rationale for contracting by other than full and open competition to award an extension to 80JSC021DA015 with Pacific Architects and Engineers Applied Technologies LLC (PAE) for the Facilities Contract. The current contract period of performance ends December 31, 2026. This justification will allow for the current contract to be extended by 2 years with a 1-year base and a 1-year option.
