This procurement is for four (4) special containers with bolted closures: two (2) with a minimum 5,000 lb capacity and two (2) with a minimum 1,500 lb capacity. The containers must be fabricated in accordance with the specifications outlined in Attachment A1 and A2 for Norfolk Naval Shipyard (NNSY), Portsmouth, VA. This is an amendment 0001 to the original Solicitation No. N4215826QE002, for the purpose of modifying it to a Sole Source Acquisition to Container Technologies Industries LLC, CAGE code 1NXM7 (CTI). As a result no third-party intermediaries will be involved in the procurement process. The original disposal containers are a proprietary design engineered by CTI that have been proven suitable during execution of the MARF deactivation. Deviating from this existing design will require additional work with the vendor to redesign and manufacture a similar product. In addition, if the boxes are redesigned, previously proven shipyard processes and products will have to be reworked such as disposal box internal cribbing designs, fit-up checks and validation of cribbing designs, rigging lift sketches, and defueling procedures. An extensive space envelop analysis was performed using the existing CTI design of the disposal containers. Based on this analysis, facility modifications to the Reactor Access Enclosure (RAE) are being performed to support their use on the upcoming MTS-626 defueling. The time required to redesign and manufacture new boxes, rework all the associated shipyard products, re-evaluate the space envelope and incorporate additional facility modifications based on the space changes will not support the timeline for execution of the defueling. Maintaining continuity of services with CTI and repurchasing the same disposal containers not only supports the existing shipyard product line that is based off this design, but it also supports the current timeline for execution of the defueling of MTS-626. No third-party intermediaries will be involved in the procurement process. Please find the attached amendment, marked as SF-30. The specifications are also attached. A completed Request for Quote (RFQ) form SF 1449 - N4215826QE002 must be submitted with the offer, along with a Technical Capability Statement. Important Note.
