Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. All responses received within 15 days will be considered. Late submissions will not be considered. Detailed responses to this notice shall be submitted to the following email addresses no later than 4:00 PM (Standard Mountain Time), December 18, 2025; harry.j.riverareyes@usace.army.mil. Telephone responses will not be accepted. If no submissions are received, the government will proceed with a noncompetitive action. An informational copy of the noncompetitive solicitation will be available IAW FAR 5.102(a) after December 18, 2025, but competitive quotations will not be considered.
