This is an excepted activity; however, not all personnel are available during a lapse in appropriations, so please all CC Sarah Waugh @ sarah.waugh@noaa.gov on any responses. *********************** The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NOAA Fisheries, Southeast Fisheries Science Center (SEFSC) requires Fishery Observer Support Services in support of the Southeast Fisheries Observer Program (SEFOP). The SEFSC requires a contractor to provide all qualified personnel, material, equipment, services, support and facilities (except as otherwise specified) to perform quality environmental, biological, and fisheries operations data collection, data analysis, and information dissemination for the SEFSC. Data quality is of the utmost importance. Performance of contract requirements may occur in multiple locations on land and at sea from ports located in the South Atlantic and Gulf of America regions. The proposed contract action is set aside 100% for small business. The associated North American Industry Classification System (NAICS) code is 541690, and the small business size standard for this requirement is $19.0 million. It is highly encouraged that any small business meeting this size standard and desiring to be considered for award be registered in the System for Award Management (SAM) using this NAICS code. It should be noted that offerors must be registered in SAM prior to submission of an offer. For additional information and to register in SAM, please access the following website: https://sam.gov/. The proposed contract action is anticipated to be solicited as a single award, Indefinite Delivery, Indefinite Quantity (IDIQ) commercial services type contract with a five (5) year ordering period and Firm-Fixed-Price daily rates for Fishery Observer Support Services. The period of performance is anticipated to be 12/21/2025 12/20/2030. This notice is not a solicitation, a request for proposal (RFP), request for quote (RFQ), nor an invitation for bid (IFB).
